Fajarasia.id – The long-standing dispute over Eigendom Verponding (EV) land in Surabaya has entered a decisive stage following an official meeting at the Parliament Complex in Senayan on Wednesday (Nov 19). The session marked a significant step toward resolving one of the city’s most persistent agrarian conflicts.
Secretary General of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Dr. Dalu Agung Darmawan, opened the meeting by reaffirming the government’s commitment to accelerate the resolution process. PT Pertamina (Persero) President Director, Simon Aloysius Mantiri, also declared the company’s readiness to return land rights to Surabaya residents that have been withheld due to EV status. Pertamina pledged transparency in administrative procedures and full coordination with ATR/BPN, the House of Representatives (DPR RI), and other relevant ministries.
Deputy Speaker of the DPR RI, Adies Kadir, emphasized that the resolution of the EV case will not go through the courts. Instead, it will be handled administratively to ensure a faster, simpler process that does not burden residents. “Pertamina’s President Director has clearly expressed a sincere commitment to resolve this issue. What matters most is that Surabaya residents regain their rights,” Adies stated.
Previously, Commission II of the DPR RI outlined several key measures, including promoting non-litigation solutions, expediting asset verification, and ensuring transparent administrative processes. Adies has played an active role in bridging communication between ministries, local governments, Pertamina, and affected residents to ensure smooth progress.
Muchlis, coordinator of Surabaya residents impacted by EV land, stressed that the community’s primary demand is legal certainty and the restoration of their land rights. The presence of residents at the meeting reflected their hope that the dispute would soon be resolved fairly.
The Senayan meeting was attended by leaders of Commission II DPR RI, Rifqinizamy Karsayuda and Zulkarnaen Arse, leaders of Commission VI DPR RI, Anggia Erma Rini and Andre Rosiade, officials from ATR/BPN, representatives of the East Java Provincial Government, Surabaya City Government, and Pertamina’s board of directors.
