Fajarasia.co – Deputy Chairman of Commission V of the Indonesian House of Representatives, Ridwan Bae, emphasized the process of drafting and discussing the revision of Law Number 22 of 2009 concerning Road Traffic and Transportation (UU LLAJ). According to him, there may be one faction that expressly rejects the revision of the LLAJ Law, but there is still a majority vote for the discussion to continue.
“There are nine factions here, so if one faction refuses, it means that there are still eight willing factions,” said Ridwan Bae while chairing a hearing with the Directorate General of Budget, Ministry of Finance of the Republic of Indonesia, quoted from YouTube @Komisi V DPR RI, Thursday, June 16, 2022.
The meeting specifically scheduled the discussion of Potential State Revenue in the Transportation Sector in the Drafting of the LLAJ Bill. The Director General of Budget of the Ministry of Finance of the Republic of Indonesia Isa Rachmatarwata M Math was represented by the Director of Non-Tax State Revenue of the Ministry/Institution (PNBP) Wawan Sunarjo MSc because at the same time there was an agenda for discussing the budget at Commission XI of the DPR RI.
Ridwan Bae himself emphasized the desire of the eight factions to discuss the LLAJ Bill moments after Member of Commission V of the Gerindra Faction, Sudewo, conveyed his faction’s views. According to Sudewo, the Gerindra faction from the outset rejected the revision of the LLAJ Law, but only with the regulations under it.
However, Sudewo expressed his support for the government to maximize various efforts to increase Non-Tax State Revenue (PNPB). In fact, Ridwan Bae emphasized that the government cannot immediately collect legal fees without a strong legal umbrella, namely the Law.
“This PNBP cannot be collected if it is not regulated by law, because the levy must be regulated by law,” explained Ridwan Bae, who is also the chairman of the Southeast Sulawesi Golkar DPD Advisory Council (Golkar Faction).
The same thing was conveyed by Member of Commission V Hamka B Kady. He said that his colleague Sudewo’s belief, who was sitting right next to him at this meeting, rejected the discussion of the LLAJ Bill. He respects the decision of his colleague from the Gerindra Faction because it is his right.
“If our friends don’t agree, that’s their right,” he said.
Hamka B Kady revealed that he, like most members of Commission V, from the beginning paid attention to the importance of road preservation from the discussion of the LLAJ Bill. In this case, increasing Non-Tax State Revenue (PNBP) through the LLAJ Bill. He highlighted Articles 29 to 34 of the LLAJ Law which states how the financing of road preservation cannot be separated from the fees collected by the Police through vehicle taxes.
“I focus on vehicles, why is this our concern? Because the cost of road preservation is still far from expectations,” explained Hamka B Kady.
The member of the DPR’s Budget Agency stated that the existence of the Special Allocation Fund (DAK) is very limited and cannot help damage roads in various regions in Indonesia. Indeed, the Road Law which has recently been passed by the DPR will accommodate the interests of road preservation, but the derivative regulations are still in the process of being processed by the government.
The Ministry of Finance is encouraged to make breakthroughs by looking for gaps in the discussion of the LLAJ Bill to increase PNBP. That way there is a clear and detailed formulation of BNBP receipts for road preservation in the regions. It’s not a constant problem of road preservation, the financing relies on the central government
