Opening the Session of the House of Representatives, Puan Alludes to the Importance of Professional TNI/Polri Bringing Order

Fajarasia.co – The Chairperson of the Indonesian House of Representatives, Puan Maharani, chaired the Plenary Meeting for the Opening of the First Session of the 2022-2023 Session Year. He also explained the various performance results of the DPR for the 2019-2024 period, which had been running for three years.

The Plenary Meeting for the Opening of the First Session of the DPR for the 2022-2023 Session Year was held at the Nusantara Building, Parliament Complex, Senayan, Jakarta, Tuesday (16/8/2022). The DPR Plenary Meeting was held after the MPR Annual Session and the Joint Session of the DPR RI and DPD RI.

President Joko Widodo (Jokowi) and Vice President KH Ma’ruf Amin were present to directly convey the Bill on the State Budget for Fiscal Year 2023 along with the Financial Note and supporting documents to the DPR.

“This trial period is entering the fourth year of the term of office of the DPR RI and the President, 2019-2024. It becomes an increasingly urgent opportunity to gradually resolve a number of structural problems in national development,” said Puan.

“Since 2019 until now, a number of laws (UU) that have been discussed by the Indonesian Parliament with the Government amounted to 43 laws,” continued the first woman who served as Chair of the Indonesian House of Representatives.

Of the 43 laws, as many as 32 laws were finalized during the 2021-2022 trial period or within one year. In other words, from August 16, 2021 to August 15, 2022, the Indonesian House of Representatives was able to complete the discussion of 32 laws.

Puan also detailed the laws that have been ratified based on the board of directors (AKD) together with the Government. DPR Commission I completed 2 laws, DPR Commission II 16 laws, DPR Commission III 4 laws, DPR Commission V 1 laws, DPR Commission VI 3 laws, DPR Commission VII 1 laws, DPR Commission X 2 laws, DPR Commission XI 4 laws, Legislation (Baleg) DPR 6 Laws, Budget Agency (Banggar) DPR 1 Law, and the Special Committee (Pansus) DPR finalize 3 Laws.

“The formation of the law is a collective work that is pursued through joint discussions between the DPR RI and the Government. Therefore, a joint commitment is needed between lawmakers, namely the Indonesian House of Representatives and the Government, in meeting the needs of national law,” said Puan.

According to the former Coordinating Minister for Human Development and Culture, the performance in the formation of the law is a joint performance between the Indonesian House of Representatives and the Government. In the discussion to form a law, said Puan, the DPR and the government are required to always be careful.

“As well as considering various opinions, views, conditions, situations, national legal needs, as well as opening up space for people’s participation to express their aspirations. Lawmakers are also required that the discussion of the law be carried out openly so that it meets the principle of public transparency,” he said.

Thus, Puan hopes, the resulting law will be in harmony with the 1945 Constitution of the Republic of Indonesia. In addition, it can have a strong sociological basis, and prioritize national interests.

“This is the commitment of the DPR RI in carrying out its legislative functions,” said Puan.

In addition to the field of legislation, the DPR also has a constitutional task that functions to supervise the performance of implementing laws organized by the Government. According to Puan, the supervisory function of the DPR RI is directed so that government policies and programs are implemented to be able to advance people’s welfare and facilitate people’s lives.

“The DPR RI in carrying out its supervisory function will pay great attention to various issues that are of concern to the people,” said Puan.

Puan detailed various issues of special concern to the DPR. The first is still related to the development of the Covid-19 pandemic, handling its impacts and threats from new variants, and mitigation from other pandemic threats.

The second issue is anticipating the dynamics of global geopolitical conflicts, which have resulted in food and energy crises and have led to high prices for strategic commodities such as oil and food.

“This can have an impact on the state’s financial ability to provide energy subsidies,” said Puan.

It is also said that the House of Representatives will pay close attention to issues related to labor and migrant workers and strengthen the role of the TNI and Polri. Puan hopes that the TNI/Polri will be more professional, humane and serve.

“So that the people feel they have protection, there is order, and a sense of security,” said the grandson of the Proclaimer of the Republic of Indonesia, Bung Karno.

Furthermore, Puan reminded that the Government should continue to improve the performance of Ministries/Agencies in people’s affairs, such as in obtaining services, obtaining social protection, obtaining employment opportunities, and improving their welfare.

“The government’s commitment to follow up on the results of the DPR RI supervisory work meeting shows that there is mutual respect for authority between the Executive and Legislative institutions,” said Puan.

On this occasion, Puan also expressed her appreciation for the steps taken by President Jokowi in the G7 meeting and the leaders of countries that were in conflict some time ago. According to Puan, this step is in line with the mandate of the 1945 Constitution, which is to participate in carrying out world order based on independence, eternal peace and social justice.

“The DPR RI itself will play a role in the success of the Indonesian Presidency at the G20. The holding of the P20, which is a forum for chairing the parliaments of G20 countries, will be a momentum in strengthening collaboration to face global challenges in the future,” said Puan.

The P20 meeting with the theme ‘Stronger Parliament for Sustainable Recovery’ which will take place in October is considered in line with the G20 Presidency’s theme, namely ‘Recover Together, Recover Stronger’.

In the P20, four priority issues will be discussed, namely the issue of accelerating sustainable development and a green economy, food and energy security, and economic challenges, then regarding an effective parliament and dynamic democracy, to those related to social inclusion, gender equality and women’s empowerment.

According to Puan, these four issues are very relevant in the context of global recovery after the Covid-19 pandemic. Including in dealing with various actual global problems that are currently being faced.

“The DPR RI will pay attention and focus on the issue of food security, which is part of the issue of sustainable development and a green economy,” explained Puan.

Puan views that a joint commitment is needed so that each country can build its food sovereignty without being hindered by various obstacles, including issues that are often associated with free trade.

“The DPR RI in supporting sustainable development and a green economy has taken concrete steps, namely by proposing the EBT (New and Renewable Energy) Bill as a proposal for the DPR RI initiative and will start using solar cells to meet 25% of the electricity needs in the DPR RI building,” he explained.

The results of the P20 are expected to establish a collective agreement that can encourage real action in responding to various global problems.

“The P20 agreement is a form of shared commitment that we are trying to build a healthy and safe world, we are trying to build a world, where everyone can live in peace,” explained Puan.

“We are trying to build a world where there is justice and prosperity for all. The DPR RI will encourage the parliaments of P20 member countries to continue to cooperate, so that they can achieve the expected targets through Indonesia’s leadership in P20,” he continued.

The First Session of the Session Year 2022–2023 DPR RI starts from today until October 31, 2022.
