Fajarasia.co – The Makassar District Attorney’s Investigation Team (Kejari) investigated allegations of corruption in the 2018 budget year smart toilet procurement project with a value of Rp19 billion in several elementary and junior high schools in a number of sub-districts, Makassar City. “Already, we are also investigating all existing sub-districts,” said Makassar Kejari Chief Andi Sundari, Friday (8/7/2022).
His party is still mapping 13 sub-districts from 15 sub-districts throughout Makassar whose schools have received the smart toilet project. The funding comes from the Makassar City Education Office, through the Regional Incentive Fund (DID).
“There are only so many sub-districts, so let’s see if the toilets really don’t work. Because all sub-districts receive the funds,” Sundari emphasized.
So far, investigators have monitored and reviewed a number of these smart toilets in several schools. However, the facts on the ground found that many did not meet specifications.
“Some are functional, some are complete, only functional or not functioning will be tested during the investigation. We’ll see which big budget was built that didn’t match the specifications, that was first. Now it’s been investigated because it’s just a warrant,” he said.
In addition to the Makassar Kejari, Head of the Makassar Port Kejari Branch, Rionov Oktana, stated that the case was revealed after a public report was received, then it was followed up through a review until it was found that there were irregularities in the budget plan or RAB.
So far, the case has gone to the investigation stage since June 13, 2022. During the investigation process, it was found that there were allegations of fraud and state losses. It is recorded that 21 people have been investigated from the Education Office, schools and project partners.
Rionov said, for Wajo Subdistrict, Rp. 960 million was budgeted with three school points for the construction of smart toilets, and Ujung Tanah Sub-district worth Rp. 1.6 billion at seven school points. The Investigative Team also found indications of criminal acts in the project, because many did not meet specifications.
“Currently it is still being audited by the competent authority. Later we will determine the suspect, but we must go through stages, because this involves the good name of people. Of course there are stages, including supporting evidence,” he asserted.
The smart toilet project is divided into 16 packages, with a total APBD budget of IDR 19 billion. The smart toilet concept is equipped with a biotech septic tank that directly processes waste to be safe from pollution and is equipped with cubical doors with an area of 2×4 meters and dries quickly and cleanly.****
