Minister of Home Affairs Issues New Rules for Making KTPs

Fajarasia.co – The Minister of Home Affairs (Mendagri) Tito Karnavian has imposed a new rule regarding the recording of names in a number of population documents. Through this regulation, the recording of identity names on Family Cards (KK) to E-KTPs cannot now be shortened.

The name of the citizen must have at least two words.

This rule is contained in the Regulation of the Minister of Home Affairs (Permendagri) Number 73 of 2022 concerning Registration of Names in Population Documents.

This rule, which consists of 9 articles, was enacted on April 11, 2022 and was promulgated on April 21, 2022 by the Director General of Legislation at the Ministry of Law and Human Rights (Kemenkumham) Benny Riyanto.

“The procedure for recording names on population documents is prohibited from being abbreviated, unless it is not interpreted otherwise,” reads Article 5 paragraph 3 point a.

Apart from not being abbreviated, the registration of names on population documents is also not allowed to use numbers and punctuation marks, and it is prohibited to include educational and religious degrees on the civil registration deed.

In Article 3, the population documents referred to include resident biodata, family cards, child identity cards, e-KTP, residence certificates, and civil registration certificates.

With regards to the provisions, namely Article 4 paragraph 2, the Permendagri also regulates the rules for recording names on population documents. Among other things, namely, easy to read, not negative, and not multiple interpretations; the maximum number of letters is 60 letters including spaces; and the word count is at least two words.

Permendagri Number 73/2022 also regulates the provisions for changing or improving names. The conditions for changing or improving the name must go through the process of determining the district court.

“In the event that a resident performs name correction, the recording of name correction includes the correcting part of the population document based on an authentic document which becomes the basis for correction in accordance with the provisions of the legislation,” reads article 4 paragraph 4.****
