“This afternoon we will appoint it. The Regional Head of Regional Office will coordinate and make a report every week. This includes the Chief of Police, Dandim, Kajari will help Pak Eko (Head of the Land Office of Kediri Regency Eko Priyanggodo) to realize it,” said Hadi Tjahjanto during a dialogue with residents of Mangli Hamlet, Desa / Puncu District in Kediri Regency, Tuesday (21/6/2022).
He has received reports related to conflicts in this area. From the results of the meeting, the land managed by PT Mangli Dian Perkasa is 320 hectares. He considered this to be a potential conflict.
The land has been worked on from 1995 to 2020, December 31, 2020. Some of the land has been leased for sugarcane, pineapple, and Jabon trees. In addition, in the rental agreement there is a sale and purchase agreement covering an area of 75 hectares, but there is no sale and purchase deed yet.
“Therefore, seeing conditions like this, we took action not to extend the usufructuary rights (HGU), then we calculated the law, because there was a redis (land redistribution) program. This could also go there, it could be taken from it (320 hectares) ) for the TORA object (land for the object of agrarian reform), which we will later manage for the benefit of the community,” he said.
He emphasized that the task force must be immediately formed and work, so that any problems in this forest area can be resolved. However, regarding the distribution of land in the redistribution program, it still has to be studied first.
“This is for the benefit of the community, it must be fast. The task force will later calculate,” he said.
Meanwhile, Chairman of the United Mangli Association, Sasminto said the community hoped to be able to manage land in accordance with Presidential Regulation (Perpres) Number 86 of 2018 concerning Agrarian Reform. The community can manage 20 percent of the HGU area in accordance with this regulation.
“What is clear is that the people’s desire is in accordance with the provisions in Agrarian Reform (Perpres Number 86 of 2018 concerning Agrarian Reform). We get 20 percent of the total area,” he said.
He added that there are 120 families in the Mangli forest area. Of that number, 60 families do not have a place to live and still live in houses on plantations with conditions below the poverty line. With this policy, it is hoped that it will have an impact on the welfare of farmers.
