Fajarasia.co – The Speaker of the Indonesian House of Representatives, Puan Maharani, emphasized the importance of the role of parliament in mitigating and dealing with disasters in every country.
He considered the support from the parliament to be the key to the realization of world cooperation in disaster management.
“Parliament is in a unique position in disaster management: as a catalyst for policy making, bridging the interests of various parties, and representing constituents,” said Puan Maharani when giving a key speech at the 7th Global Platform for Disaster Risk Reduction (GPDRR) in Bali, Thursday. (26/5/2022).
GPDRR is a special global meeting for disaster. The United Nations (UN) organizes the agenda every two years and this time Indonesia is the host.
In front of the delegates from various countries who were present, Puan emphasized that the Indonesian parliament has at least four important roles in supporting the Indonesian government in terms of handling disasters.
First, strengthening development policies that take into account the carrying capacity of the environment.
Second, support disaster management policies that can involve the participation of all parties, including the government, the general public, and industry.
Third, provide a legal basis for managing environmentally sound development and disaster management.
“Fourth, providing sufficient budget for risk reduction and increasing community resilience to disasters,” said Puan
The PDI-P politician also emphasized that parliaments in Indonesia and various parts of the world are increasingly aware of their strategic role in strengthening international cooperation for climate change adaptation and mitigation.
This environmental issue has even become one of the common concerns at the Inter Parliamentary Union (IPU) event.
As President of the 144th IPU Assembly in Bali, 20-24 March 2022, Puan has led the approval of the Nusa Dua Declaration related to climate change adaptation and mitigation efforts.
In the Nusa Dua Declaration, the world’s parliaments affirm their commitment to strengthening national action to realize global commitments, namely achieving net zero emissions.
“As well as support for climate finance for developing countries of US$ 100 billion which must be fulfilled immediately,” said the grandson of the first President of Indonesia, Soekarno.
At the regional level, the ASEAN Inter Parliamentary Assembly (AIPA) also encourages cooperation to realize the ASEAN Vision 2025 on Disaster Management.
“Recognizing the importance of international cooperation, the DPR-RI is ready to move together with the parliaments of other countries to strengthen its role in disaster risk reduction. Now is the time to act without delay,” said Puan.
However, Puan emphasized that various efforts at the international level must be accompanied by strengthening the country’s internal foundations.
The internal foundations of the state need to be directed towards building food sovereignty, environmentally friendly industries, optimizing new and renewable energy, as well as developing an insight into disaster resilience.
The implementation of three transformative agendas: SFDRR, SDGs and the Paris Agreement at the national and global levels, requires consistency, synergy and coordination at every level.
Closing her speech, Puan expressed her confidence that the conference held by the United Nations would be able to produce the right formulation that could be implemented in strengthening resilience in the face of disasters and sustainable development.
“The formulation of a shared commitment is important; however, concrete actions, no matter how small, become even more important for us to get closer to achieving sustainable development,” he said.***
